Plan to Grow 16 Indoor plants... How much space and How Many Lights/Type and Watts?

I too have the 16 plant limit. I am allowed 4 mature and 12 veggies.

My setup is as follows:

10x12 room.
A small cfl germination station by hydrofarm (What most of my stuff is)
A 2x4 Ebb/flow garden under a 400w MH
A 3x3x7 grow tent w/2x2 Ebb/flow garden under a 400w HPS
Several small fans

The tent holds 4 plants comfortably, which is what I will use to flower.
The other garden will hold about 6-8 plants while my germination station will be clones. My plan is to prepare 6 or so plants while my 4 are flowering, and use 4 of those to flower next for every 8-9 week harvest.

Wash, rinse, repeat.

Trying to do as much research as possible and any help would really be appreciated...
