For a 16 plant operation I would agree with a closet grow:
Veg room of about 2'x4.25' could use 2 or 3 sets of T12 hanging shop lamps @ 80 watts per pair.

Flower room of about 2'x3' could use a 400 watt HPS, or maybe only 250 if you want to skimp.

You could flower 4-6 small plants at each round while vegging the next 6 plants grow from clones and possibly even have room for a mother and a few "spares".

Don't forget exhaust ventilation which is just as important as lighting. You'll need a BIG fan like a 6" in-line 400-500 cfm with 6" air cooled hood, 6" carbon filter and some place (like an attic or outside) to vent that hot spent air. Don't forget the misc items like trays, tables, pots (get pots first and build around them), circulation fans, Fox Farm nutes, Ph tester/adjuster, soil, reflective mylar, yada yada yada.

You are looking about at least $1K to do it right.
