I don't think you will face much risk. As a casual user, you most likley will not even be a blip on law enforcement's radar. It is not illegal to own a "water pipe", it is only illegal to smoke weed out of it.

Now, if you have a large grow operation raking in 5 gs or something a month, you might just want to buy your bong from a local headshop. otherwise, order away.
