According to the FAQ on the NJ Dept of Health website, the Alternative Treatment Centers (ATCs) are going to be run by non-profit companies/people.

Also they seem to be willing to open more than the initial 6 ATCs.

I actually emailed the NJ Dept of Health asking to be placed on an email list to be notified when the application will be available, but I haven't gotten ANY response.
