I'd leave it on the balcony for now until you can plan it out thoroughly, best light it can get and it's free. You will need to find some way to flower it before it naturally wants to in summer/fall unless you can hide a huge marijuana tree on your balcony. You can do this by bringing it in permanently and using the cfls on a timer, bringing it in every day after 12 hrs of sunlight for a forced dark period, or by covering it completely after 12 hrs each day. Since I assume this is your first grow, leaving it outside will be the easiest option, but with forced flowering you will need to be dedicated to giving it 12 hrs of complete dark every single night for about 2 months or risk problems in bud development.

dOes it matter that it wont get direct sunlight all day long it only get direct sunlight for 3-6 hours/day
in my country there are no weather station so it summer with or without rain the regular light schedule is
6 am to 6:4. Pm day
7 pm to 6 am night ( here it comes the problem it sould be pitch black or does it need to be dark because in the balcony i get some light reflection from other buildigs )

I was thinking 8A-8P of partial sun(with several hours direct)come June when sun angle is at its' max.\"There is nothing new under the sun\".

When I grew outside, Feb to Oct, the plants actually only had direct sun for a few hours a day from late June until mid Aug and grew just fine. This was due to placing them in the ground on the north side of an obstruction, so only when the sun was directly overhead (summer) did they get to bask. The more direct light they get, the faster and better they grow. If mine were able to be placed on the south side, they would've been 15+ foot tall trees instead of 7 foot bushes.
