I'm really not experienced with sprouting pepper seeds.
However you should check to see if these are a Monsanto bred pepper. Reason being, Many of the seeds created by this company are genetically modified to create non-viable seed. This way Monsanto can charge the farmer for more seeds every year.
If these ARE Monsanto peppers, those seeds will never sprout no matter what you do.
If it proves to be a Monsanto plant. Try buying your seeds from a heritage seed, or organic seed company.

I got some really huge dark green perfectly formed peppers from the grocery, made them up and they were exellent. I saved the seeds and want to plant them in the garden. I was thinking of using the paper towel method that I use to germ mj seeds to germinate the pepper seeds. Basically treating them the same ways starting in small cups and then transplanting into soil.
