How recently? Roots grow very fast under the right conditions...

Overwatering is not concerned with amount of water as much as the frequency.

Except for when you plant/transplant a small root system into a large container, you should be watering so that the soil is evenly saturated throughout. A little run-off is a good indicator of proper watering.

Always let the soil then dry out before watering again. By consistently keeping the soil/roots wet, you deprive the roots of oxygen. By not soaking the entire soil, roots that stretch out to find water will eventually dry out and die.

Any way to move the fan instead of the lights? Or set it up that the fan is blowing across the tops of the plants and lights? Unless you see heat stress, keep those lights closer. If those lights are more than 3 inches away from the plant, they are not very effective for growth. Maybe you can take a couple out until you can figure a way to keeps the temps in control (under 85F).
