I would not expect any frosting until 4+ weeks of flower, and from that point on it will increase significantly until about the last 2 weeks.

I vegged the plants for a few weeks before switching over to 12 hour days. I changed the plant food for flowering. I researched this a lot before I did it so I'm pretty damn sure I've done everything right. The plants have looked great and been really healthy, but they still aren't covered in trichomes like I expected. Is this just something that comes farther along in the flowering process?
