problem at the very beginning

so i made the box lately for one plant, pretty small, like 10"x20"x15''. the light is an economic bulb 25w = 125w, the temperature is 77 degrees pretty constant, i made some holes for the air to come in and get out, the ventilator still to come.. but the problem is that the seed is not sprouting at all. i put it in two 1 and a half weeks ago, after a week there was nothing, i thought i put the seed too deep, so i found it and put in there another time, not so deep, after three days, still nothing.. what could be the problem? is it because i am overwatering? i do watering like twice a day, because the soil is very dry all the time.. maybe i should put the seed deeper in the soil? I red on this forum, that the seed must be put in twice as deep as the seed is wide, is this true?

every help appreciated, and sorry for my bad english...
