The pre flowers are the pistils and such. It shows the plant is sexually mature (ready to flower properly).
The longer you let your plants grow the bigger they will get obviously but if they get too big you need bigger pot and the lower buds wont get much light without quite a few globes. They also double or even triple when the lights are set to 12/12 which causes a few problems for the ill prepared.

p.s i was one of the un prepared people and ended up with some MASSIVE sativas which ended up causing major problems for me and my room.
