Thanks for your input everyone. My ph level was high apparently. I brought the watering solutions ph way down so i think that should help. Its about 79 degree below the light, but the soil seems a little cold. Im not too sure what the proper soil temp is, but i would imagine relatively warm. I will post as soon as i get some more results.
Do you have your pots sitting on a cold floor? If so, prop them up on something... plywood, a small riser, anything to get them up away from the floor.

This could easily be what's causing your cold soil.
