The Department of Healthâ??s own rules on the Medical Marijuana program require an:

ASSESSMENT REPORT: The department shall evaluate the implementation of the Lynn and Erin Compassionate Use Act and regulations issued pursuant to that act and provide a report to the secretary of the department within one year of the effective date [12-15-2008] of these regulations. In performing its evaluation, the department shall focus on whether the needs of qualified patients are being met by the departmentâ??s administration of the act and whether there is a demonstrable need for a state run production and distribution facility. The departmentâ??s assessment report shall be issued every two years, shall be a public document, and must contain de-identified data upon which the assessment is based.
