The laws are okay, except for the 95 plant limit on Producers and the limits on Personal Production-----they are too low.The DOH needs to modify some things.

The state web page has the lowdown, but you can have four mature plants and twelve "seedlings". The definition of "seedlings" and "mature plants" are a little ambiguous as they refer to a law, and the dude that wrote the law didnt know shit about plants. Anyhoo, you get the idea. Four at a time budding, twelve babies.
Fairly easy to get a licence to grow as long as you own your property and dont live in the ghetto.
Four 12 foot sativas could supply a Pink Floyd concert. Four runty indicas with root rot wont roll a good fattie. It seems there will be some sort of square footage rule before it is all over, but for now, four mature plants are it.

So the rules really dont make sense for the patient or the public.
Personally I am happy with four plants. Plenty for me and I appreciate the opportunity to grow it.
The producers should be allowed to grow as much as the fedeeral limit will allow. Indeed it needs to be more but for now the 95 plant limit is prudent. I like it because it fractionalizes the business up over many small growers rather than allowing the more resourceful gowers an advantage. Just about any person that wanted to apply for a producers licence could do it...now whether they would be a success or not that remains to be seen.
Incidentally, I have met another patient that is soon to be licenced to grow and we are kicking around the idea of a cooperative. If four people were allowed to grow together in one plot, a sea of green could be established that will produce constant and predictable harvests. The operation can be adjusted to fit about any rule that DOH currently has, and even expanded into a non profit 95 plant operation if backed by an appropriate amount of patients (and DOH approval). It would be a way for an organization of patients to be self sufficient and not duplicate resources.

They have some yearly busts around Taos and Madrid, and you hear of the occasional National Forest plot being found, but growing is pretty popular here and people rarely get caught unless they get greedy. Nowdays, as I get older and my crowd is less "social", it is rare to even see bud that was not grown by a friend. I beleive that the only "bought bud" I have had in 20 years was when I was in Vancouver.
