He seems just as intelligent as his mother Imo. I would say his mother tells herself he is special needs because he is gay, it probably helps her cope small town logic is my guess. Watch the part where he speaks for himself. That is not typical for someone that would classify as challenge. Asperger's Syndrome maybe but were not talking Down Syndrome challenged.
