why are you running 24 hours? try a normal 18/6 cycle
you don't have to much light in there, that's not the cause of your problems.

With fluorescents, you can keep your plant within a few inches of the lights. MOVE THEM CLOSER!! That's probably why you're not seeing growth.
But read up in the lighting section because I don't know much about CFLs... they may run a little hotter than regular fluorescents. But honestly I think fluorescents is a waste of time. I guess for some people fluorescents are better than nothing... and you could use them to learn on and then you'll have better results when you do get HID lighting.Brown-eyed women and red grenadine...

your lights are too far away. move them to about an inch away from the tops of the plants. the closer the better, CFLs cant burn them unless they are practically touching.

theres nothing wrong with a 24 hour cycle. people may argue that 18/6 is better but in my personal experience 24hr works just as well. its all about your personal preference.
