Not sure what the issue is here. The owner can charge whatever they feel they need to charge. If you know they overcharge, then just go elsewhere. There are plenty of other stores, so it's not like they have a monopoly. Am I missing something? Is there something illegal going on? Did they ask HydroFarm to stop selling to garden centers so this one store can corner the market on ballasts?

I'm not saying this owner isn't overcharging out of greed but we don't know for sure. Maybe their monthly expenditures/overhead is too high, maybe their employees are stealing from them blind so they have to pass that loss to their customers. Can't say for sure.

Luckily in a capitalistic society, stores like this one will eventually be weaned out as more & more consumers become informed and spend their money elsewhere, forcing stores like this out of business.

I appreciate you taking the time to let all of know they are overcharging, but as far as I can tell they aren't doing anything wrong.

My favorite local hydro store is Big Tomato. Their website usually prices items at MSRP but if you go in, they have sales & a "club card" saving you at least 10% or more.
