yup what better way to setup a monoply on the people.this way you can bring forth laws to inact on shops and patients to tac on more and more fees.then cut out the bulk of the patients make them go back to the street.then that way they get to go back to busting the hell outta people and keep that money train pouring in on both sides.fuck these people these sick evil greedy mofo's.
