My friend ordered all his grow equipment from Germany, and his seeds from Greenhouse Seeds in the Netherlands, but never put anything together. Two months later the cops showed up at his door with a dog and search warrant (he believes it because of the greenhouse seeds), but no charges were brought up and they didn't take anything either.

However, as I understand the law, even the intent to grow is against the law, so that can be understood in different ways.

My suggestion would be to order everything to a trustworthy friend's house, who can say he sold it all to some unknown person who paid cash. This trustworthy person, however, should not have anything illegal in their home, because the police will most likely come knocking one day.
