The New Jersey Health Department has to create regulations within 6 months of the passage of the law, which was passed in the beginning of January, so figure around the end of June. The new law says they have to initially establish 6 combined grow and distribution centers. Two in the North, two in the South and two in the Central part of the state. These will be non-profit. Others later MAY be for profit. All product must be grown indoors in a secure facility (expect to have local zoning laws used against you when you try to establish a site, maybe the state will assist in site location, but I doubt it.). The law doesn't indicate, and the Health Department has yet to say, where these "legal" grow operations are supposed to get seed. If you have a felony conviction you can forget about owning/running a grow & distribution center, but you might be able to work there. Not much can be done until the regulations are completed, but to keep up to date on the progress you should join Medical Marijuana NJ or go to the Health Department website, which was recently established.
