as regards to caregiver being tracked that was in the list of key issues not being addressed as well as growing not affiliated with dispensaries(vendors). i love how they left open ended opportunities to arrest people instead of proposing stable and legitimate rulings. "clarifying state criminal laws to provide clear exceptions for grow-operations and dispensaries from criminal prosecution" not discussed, means we still want to arrest you and left that open to do so.
