I live in a rental house next to another rental house. Both landlords live off site. The neighbour next door smokes marijuana and claims he has medical permission. He used to smoke indoors, but his upstairs neighbour (friends of mine with two small children) asked him to stop as they share a heating system and the whole house smells when he smokes.
