I assume that the grow lights that you got from wal-mart are incandecent and not florecent lights. If this is the case the plant will gorw very few nodes, bud spots, and it will most likley be severly stressed from the heat that the lights put out. Your best bet on a limited budget is to use florecent lights. Under no circumstances should you fertilize within the first 2 weeks of vegative growth. After than start on a very low dose, (1/10 the dose on the package), and then you should start to see some good growth. If the lights are indeed incandecent then do not use them.
