I've never used the Ocean Forest, but I do use a somewhat similar product. (Dr. Q's Filthy Rich) My belief is yes...it is a step in the right direction.
You might want to transplant into it's final container a week or two early so the plant can get used to the fresh organics and nutrients in the soil before switching to 12/12. Will likely stretch a tad, but start them on flower nutes like normal when you make the switch.

I'd start looking into proper lights, especially for the flowering phase.
