First Time Grower Needing Help!!

I have 5 plants started from clones and i also have 6 started from seed they have been in veg for a month now and i would like to know when it is ok to put them into flower they are all between the height of 10"-14" they are under a 600 watt heat lamp and have been fed 20-20-20 the entire time? Plz give feed back as to what i should do. They are all growing in my basement in a closed off room temp. is on average 20-25 cellsiuos
