to answer your question about using JB Weld, I've personally smoked out of pieces that were "fixed" using "food safe & heat resistant" silicone, but it seemed like the lack of air flow on the inside of the pipe never really allowed the toxic smell to go away...

Perhaps you could try running something like a fish tank air pump through the female stem of the pipe for a couple days to make sure everything dries out and all the smell is gone.... but I'd personally just chalk this one up as a loss, and switch back to dry pipes or papers until you can afford another one... And on the next one you get, you can always protect it with something like a Das Boot!
