This may be a little late, but as far as soil miracle gro is okay but not always preferred. It has time released nutrients that can be tricky to work with, if you like to add your own nutes. Make sure if you do go with a store bought bag, that there are no holes in it. Bugs can get in and lay eggs.

The 'reflective foil' you seek is called mylar and can be bought in some nurseries, and also online in rolls. Make sure to get the 2mil thickness, as the 1mil tears too easily. Try not to use aluminum foil, as the creases can focus the light like a laser and burn your plants. Mirrors dont work either, but white visqueen plastic has good light reflection.

Can get some good CFL's and light panels at home depot, for vegging use cool white, for flowering use 'soft' white or 'warm' white. For panels, just buy the cheapest 3, 4 or 5 light 'bathroom' panel.
