Actually I don't think this is Romers bill. It was developed at a city council meeting yesterday, 12/16, in an effort to determine how to license dispensaries. It doesn't mention anything about licensing growers or any cultivation issues at all. It basically just proposes how to license dispensaries. Check out the link on DB's blog from yesterday. He did an awesome job summing up the meeting.

I guess I'm worried about something that hasn't happened yet. This bill isn't law.
