What is this local license sponsor approval stuff? Does a dispensary sponsor a grower? Does a grower still have to be a caregiver? Can anyone grow if they meet they the provisions of that definition only? And...how much can a grower grow?

I am not successfully imaging how the grow/supply aspect of all this will clearly be addressed, i.e., if it will be more restrictive or more confusing or more risky or wtf.
They are trying to force growers to create a paper trail so they can't avoid taxes, and presumably try to track where all there product is going, thus the reporting requirements and the electronic payment thing. The local license sponsor is the city in which the grow is located. They are trying to create a two-tiered licensing scheme, and you would have to be licensed by the city before you could even apply for a state license. I don't know about the caregiver requirement vis-a-vis growers under this proposal. I also saw 500 plants mentioned in the proposal as a limit.
