most people use fluros for vegging and hps for flowering. although many have used hps all the way through. and the distance should be 10-14in depending on your ventilation. could be a bit closer if you cool tubed it.

what size box or room are you running? what is your ventilation?

but a lonely ol' 400 for 33 seedlings doesnt seem like enough light...? maybe im wrong.
