Heya dude.. no offence LSY, but that looks more like a course grade of sand or filler to me.
And as far as using CFL's and distance.. about 2-3 inches is optimum IMO, however ppl's views differ, and I find the major cause for ppl stating to put the lights up are one of two things.

Firstly Heat, if ya can vent properly and/or have a decent intake setup.. the closer the better, if not.. 5-6 inches.

Second issue I see is Growth.
Problem being in the veg phase the new growth,(if we can manage to get it right) is pretty hard out. If you don't monitor the growth/height of ya girls, they can reach the lamps overnight in some cases and cause burn that way.

I ran my last flower cycle with 440W of 2700Kelvin CFL's and T8 tubes (33600lm over 6sq-ft or 5600lm/sq-ft) after running a 400W MH the grow B4, I'm not any sort of expert but this is what seemed to work very well for me.
They outpaced the MH girls.. see for yourself... as in the thread.. same soil, same feed, same ventilation, same light and feed cycles, same everything
