Soil and transplanting - Just the FAQs sir

I know this is asked and answered a lot. Just if anyone cares to help me out that would be terrific.

1. What soil to use 1-3 weeks, 2nd transplant and final transplant.
2. Can I transplant at anytime, like 2 week plants that I used wrong dirt?
3. How do you use Rapid Rooter? Just stick a seed in it with a tupper ware dish?
