absolutely. Just to clarify, when General Petraeus was talking about the enemy "coming in from the cold" he was talking about the strategic unmanned drone strikes on key individuals, and their soldiers surrendering to allied forces.

Kinda like cutting off the head of a snake and then capturing the body as it tries to wiggle off.
