It's very easy to buy weed in Portugal.

If you go to Lisbon, just walk down the main pedestrian road with shops and restaraunts near the city center/square. There's a big arch there. You walk down that street and old kind of middle-eastern looking men will approach you asking to buy weed. You need to haggle with these people and also ask to see the product before you buy it. Some friends of mine payed an incredibly overpriced amount of money for what turned out to be fake weed. (it didn't even get you high, it just looked like weed).
