thin lady? help

hey! i have a little problem. I got 2 plants..one was from the beginning female and other one has shown its sex now..but turns out shes not getting bushier at all. Im sure its becoz of changing from flowering period (12h of light) into 16 and half an hours..they were too small so i thought i grow them a lil bit higher.
Its like some retarded leaves..a and its covered with some yellow poweder like pollen or smthing :/ Dam weird. Other one is growing nicely..but this weirdo is getting taller pretty dam fast.
