You are going to need moor light and put them closer to the plants. But what I do not understand is some people go to grate lengths to secure high grade strains but don't go the extra mile to grow them properly. You should invest in some good quality soil or soiless mix you should not grow them in sand.
I don't mean anything negative towards you or your grow its just a suggestion. I am looking forwerd to updates on your grow good luck.

You can get Y splitters to add more cfl's for each lamp. I have the same lights, but w/ the Y slitter i have 4 26w cfls in each light. That makes each light 7,000 lumens of light per lamp. They cost like a buck and change, so it very cheep to upgrade:rasta:

also seeing as how you are using CFLs I would really suggest getting some mylar to put on thoes walls. White flat paint works well. Usually only if you have a HPS. You could go cheap and buy some of thoes emergency blankets. You get get them at Walmart for around 1.50. There made of mylar and are just as good as a roll of mylar for growing.

Just a suggestion that is all.

Looks great so far man. The extra lights will help a lot. Do ya got a fan in there some place? I wouldn't let it get any hotter then 80 in there. The splitters are great arnt they? Im buying 1 every month. Light that is w/ 3 splitters for each light. I want 8 running 4 26w cfl's. Thats 560,000 lumes, you would think that would be enough, but then theres the sides of the space i think i could add to:rasta:
