The way you have your lights is not giving you maximum distribution. put them side ways, that way you get maximum output per light. Plus you will be able to let the plant grow higher. you want to up the number of lights your have. I would say 4-6 cfls, if you can fit them.

When growing don't let it grow too high while vegging, because it can double while flowering. Then you could run into trouble.
