It's not soo much about the # of plants but more of the space and lighting within that space. Twenty-four sounds good, especially if they will all fit in that space. If you can fit more, then go for it! It's not thing to fill the space, rather than not have the space and have more clones you don't know what to do with! Plan out ahead and you should be fine!
