Plants do 'droop' when the lights are off, but if they are drooping while lights are on it normally means they are hot. Try putting a fan or something in there, jsut to spread the heat around and to thicken up the stems. Also, look towards getting either emergency blankets or flat white paint for the sides, that dark deep blue is taking a lot of light from her. There is an endless list of suggestions that could be given to that set-up, just look around the forums and see what you can find out.

I only have these lights and the matiral that you see in the picture, so maybe thats not so good. I don't know what is causing the drooping leaves, but they seem to fan out during the day...
