There are much easier ways to do this that carry a higher probability of success.

If you can manage to get a seed germinated in water alone (doubtful) why don't you put it directly into soil and not futz with rockwool at all? That stuff's for hydro, and even lotsa hydro peeps have a love-hate relationship with it. Trying to squeeze a fresh-popped taproot into a rockwool cube is gonna be harder than shoving a wet noodle up a wildcat's ass.

You can just plant the seed in soil au natural. (?)

If you must have some intermediate medium () how about a rapid rooter?

Even the paper towel germination method will work better than just floating a seed.
