I know this is a constant Question w/many answers. Almost everything can be purchased @ your local Home Depot, OSH, local Grocery or Nursery)
Here is the list:

Soil- (Pricing Depends on size)
~1 Bag(steralized) Potting soil mix- $4-12
~1 Bag of Perlite- $4-20
~1 Bag of Builder's Sand( make sure not beach sand/no salt)- $5
~1 Bag of Worm Castings- $10-15
Total- $23-52

My mix would be 60%Potting Soil, 15% WormCastings, 15%Perlite and 10% Builder's Sand.

(With this type of soil makeup I was able to water every 3 days instead of every other day or every day.)

Nutes-
~Home Depot carries a line called ALASKA,
Fish Emultion , 5-1-1- $5-8
~Molasses From local Grocer- $3-7
Total- $8-15

This is what I would recommend for a "beginner" grower on a BUDGET to start out on. If you have never gardened in your life, it will still work for you too.
