1) Keep the cfl lamps close to the plants. 2" -3"

2) Watering plants makes them brittle and will snap the stems (of course, you can bend them immediately after watering as it takes time for the plant to absorbe water). Think of fresh celery stalks, if you bend them they snap. If they start to dry out (like a plant that needs watering) the bend willingly.

Here I've got a feminized Crimea Blue, she's about 3 weeks old now, slow but steady growth. Growing in a closet with some CFLs, mixed spectrum.
