Lights underneath the plants
It could burn the bottom of the leaves . i would go with a high lumen full spectrum floros around the bottom cfl's.

Lights underneath the plants ok, i have always had the problem of getting lights to the lower parts of my plants, tying them solves this problem but halves my growing space, if i was to place the plants on a glass table do you think i could put a 400w underneath the table pointing up to light the foilage otherwise untouched by light, and if so do you think its worth all the trouble?
