another newb full of repeat questions

I can only imagine how many people sighn in for the common newb questions . Im involved in a sportfishing site with 15k members and were really open to all questions although repeat stuff is,well,repeat stuff. But here it goes anyways. were currently converting a large garage into a grow area,and i read posts on led vs. conventional lighting,my questions are whats best? and how much better is one that the other? maybe I should mention budget and from there perhaps I can get some ideas,Im certainly not expecting any ones secrets to be revealed or nonsense like that but maybe a semi specific system using led if they are now producing high quality ones for growing? were certainly not over budgeted thats for sure but im hoping to find out what type of good first timer system we can start out with for around 3k? and how many plants,etc. Thanks for any ideas and leads on this question.

Been reading for hours now and there alot of great minds here! the abreviations are killin me but it just means I got alot to learn! thanks for the direction.
