Question: Should i start flowering?

My 2 plants are 14" tall and fill my 3 foot wide by 2.5 deep room. they were started Aug 7, so are almost 70 days old. They are not tall but very bushy and i was hoping to harvest b4 Dec 15/09. should I wait for them to grow more or start flowering?

PS. My 400watt HPS is arriving November 12 approx. Should i wait and if i do will i finish in time, letting it grow higher is not a prob, but growing in circumfernce might be.

What is your experience level? first timer

Your Equipment:
.1) Type and wattage of lights. 3 23 watt @ 3000K, 2 same at 6000k all CFL's
.2) Distance from tops? varies from 1 to 3 inch, adjust according to how the plants look
.3) Reflector type? white side of the black sided/white sided tarp bought from hydro store, clovers all walls and doors etc
.4) Is there a consistent fresh air supply? Only during the day, doors seal at night to prevent light from entering, and i haven't fiqured out how to install exhaust fan without damaging the property and disclosing what i'm doing.
.5) Do you have an exhaust fan and a circulation fan? 16" oscillating during daylight hours
.6) What are the bulb wattages, kelvin ratings, and schedule? 23 watts at 6K and 3K...lights on 18 hours, 6 off (7 days a week)

Your medium:
.7) Specific brand and type of soil, (pro-mix from hydro store, nut free with white pellets to allow drainage, sorry) and anything you've added to it. (1 scoop of MG per 5 scoops of promix...very well broken up and mixed in)
.8) Size of container. (went from tiny pots to 2.5, then 5 gallon, not going bigger)
.9) Did you use peat pucks (or similar) to root clones or germinate seedlings? No

Your nutrients and water:
10) Source of water? (tap, bottled or filtered) What's it's ph before adjusting?Tap water left in closed containers for 2-3 days, not positive, but been told by another grower that it is 7PH
11) Method of checking water ph. (ph pen, test strips, aquarium test kit...) Don't
12) Method of adjusting water ph. (phosphoric acid, white vinegar, hydrated lime, PH Up...) Don't
13) Specific brand and N-P-K ratio for each bottle. List dosages (quantity per gallon) and current feeding schedule. Scott's liquid 10-15-10
14) How often are you watering between feedings, and how much per watering? 1 week feed pure water till it starts to drip out drainage holes, next week, mix fert according to directions on bottle per liter. repeat..will occasionally spray top if very dry, but only if soil is still very moist when i insert a finger into drainage hole.
15) Any additives or tea's? No
16) Are your ph levels stable, or do they fluctuate? They seem stable
17) What is your ingoing water's ph? ...your runoff ph? N/A
18) Do you foliar feed? If so, with what, how often, and at what time do you spray? No, just soil feed

Your growroom:
19) Indoors or outdoors? Indoors
20) What size of closet, room or hut? 3 foot wide by 2.5 deep and adjustable to 6feet in height
21) What are the temps and humidity levels while lights are on?72F and 30% ...With lights off? 67F and 30%
22) Have you seen signs of insects in the growroom? Tripe's (only a few, the small flying ones, i might b wrong as to what they are, but they don't harm the plants to the best of my knowledge)

Your strain:
23) What strain are you growing? (Indica dominate or Sativa dom?) Indica (i think) it is skunk #11 from Dutch Passion
24) From seeds or clones? Seeds
25) Is this an autoflower strain? No
