Your plant should be old enough to flower, but flowering time is highly dependent on genetics.

Only rule I have heard of is the 40/60 rule... which I think goes like 40% of flowering time is the 'stretch' phase of flowering and 60% is the 'fatten' phase (may have that backwards). Measure the #days you observe your plant stretch and stop clock when the stretching slows back down--let that be Nstretch. Then since:

Nflower=Nstretch+Nfatten
Nstretch=.4*Nflower
Nfatten=.6*Nflower

(solving set of linear equations...)
Nflower=(1+3/2)*Nstretch=5/2 * Nstretch

However, for w/e reason I was unable to discern any kind of growth spurt when I put my first through the ropes and so this rule wasn't much help for me--neither was yield :: (

I have heard min of like 6 wks I think for Nflower, but I think it is more typically like 8-9 wks.
