A Couple lighting Qs
First of all I know that reducing light hours to under 12 is supposed to induce flowering but does that mean it halts the vegatation ? Second, lets say some plants have been growing about 4 months. The secondary branches seem to be growing very slowly. The plants have about 10% red hairs at this point. Would this be the right time to reduce lighting hours?

They shouldn't have any hairs on them if they've been in flower. They must have already started budding.

yup,u should have nothing but lush green leaves,if u have hairs and or pistols u have a light leak and your plants have flipped them selves into flowering.get into your room when the lights are off and look for any leakes.a single beam of light through a crack in the wall from a neighbors security lights can ruin a crop.
