Any way's, the ocean waters (international) are open game as long as your outside the U.S waters. Of course, if your rich enough to own a boat that can go that long out to sea and enable yourself to enjoy it, then you'd probably be rich enough to go to Amsterdam every week and toke up legally there, lol.
