They write them on tamper-resistant paper then laminate them.

Some do, yes. Those, as I said above, are valid authorizations as far as I can tell and in the spirit of the law. But those that are hard plastic and not laminated w/ tamper resistant paper are not unless they were issued before June 10, 2010.

I believe in the law I also read that the caretaker cannot smoke what he
provides. That kinda strangles the issue too. I hope I'm wrong.

The caretaker can smoke MMJ, they just have to be careful if LEO shows up that he doesn't say he smoked yours. They need to have there own personal supply set aside and have his own legal documentaion that he is a legal MMJ patient.
