I don't nessessarily think that it'll regulate anything. Like alcohol, everyone has drank underage before. Even if it's 21 and over, theres someway of getting their hands on alcohol.
However, its the people who sell it. They get all shady about it, want to make an extra couple hundred bucks so they start selling it to ppl who can't get it otherwise. I remember I used to buy beer when I was 19, is it the law? or the person who sold it to me?

The feds were called and the came a crashing. the way they manhandled patients was horrific. But they were not sent by Obama's administration. San Diego is a boarder town and the DA there has the Feds in their back pocket. TO be called on when ever they like. They have been planning this for some time. It is going to continue here in LA. also. THe shops not doing it by the Guidelines will be shut down first.

From what I have heard if you follow the guidlines written by the DA you will not be messed with. All the co-ops I know in OC that are following these rules have been ok. Does anyone know for a fact that they are raiding people who are following guidlines?

The dispensaries need to institute a 21 and over policy or even higher 25 and over like car rental companies if they want to stay in business.

so no one under the age of 21 -25 should be able to get medicine? thats retarded,hope your children dont suffer from debilitating diseas and there relief cannot be had because the disp sed,oh well your not 25 so get out.ive been a mj patient for alsmost 6 years and if u told me i couldnt get my medicine from the only place that supplies it i would throw a shit fit,the fact of the matter is this.the disp,that do not pay there dues get raided.the ones that pay state/local/federal taxes on all sales never get in trouble.a dispensary cannot be held acountable for a shady doctors tactics,how they came to get there card is not there responsibility. the doctor is the only one liable in that poistion.pay your dues,keep your buisness.

Read the AG guidelines. They clearly state why these dispensaries are being raided by local LEO. They are not legal under the laws. prop 215 or 420!!!!!! READ THE GUIDELINES FIRST, then read the most recent caselaw about dispensaries.
