Stalk Problem
I tell you it really looks like a male that released all its pollen and the sacks are drying up. In the first picture I swear I can see a male pollen sack mid left.

i know for a fact it is not a male, they are the tear drop/pistals that have been burnt or damaged from something

Stalk Problem
Is this a re-veg or a clone?
Looks like the old growth from previous grow, on a re-vegged plant. New growth comes in, the old, sticky growth dies-off.
The single-bladed leaf is a sign of old stress, (it's not a small leaf, so has grown since the stress) likely from the re-veg process. I've seen some clones look like that too, especially if taken near flowering time.

stress could be the issue, but this is from a seed.

If it's not a re-veg or a clone, I'd advise you to fill-out the troubleshooting form.

Stalk Problem
I would but honestly, what happened was in february i had 2 sprouts, just to see if the seeds would sprout (from headies seeds) and instead of throwing them out, i put them in to pots of soil, and they have lasted till now, through even a snow, i just regularly water them everyday, i really dont go too far with nutrients etc seeing how i dont want my neighbors curious, but this is the only defect out of 2 female plants, starting to believe its a fungus inside the stalk

Stalk Problem
We can only help your plants as much as you are willing to let us help your plants. If you don't care about the plants, how can we? Although we do enjoy the mental challenge of helping members through the rough spots...don't you think that this information was relevant to your original post?
So you haven't properly cared for the plants, and you don't want to put forth the effort with nutes and care...yet you are curious why they suffer? You're kidding, right? How about we start by looking at the grower's indifference to provide adequate care, and go from there?

Stalk Problem
i can only care for my plants to a certain extent with out being locked up due to neighbors. So i have watered them properly everyday, added a small amount of a Fox Farm nutrients mix, only to remove the paleness of the plant, which worked. Now with this method 1 of my 2 plants is 100% perfect. And the other only has this 1 slight problem, which everything around it is beautiful and developing correctly.
